Cook Islands Ships Register prohibited all ships under Cook Islands Flag from visiting ports of Crimea, which was annexed from Ukraine by Russia in 2014, effective Oct 16. Violators will be removed from Register.

Summary
This circular is intended for all clients, whose ships are flying the flag of the Cook Islands. The Government of the Cook Islands has instructed that all Cook Islands flagged vessels to comply with all EU and UN sanctions that apply to Crimea, which include a ban on all imports from Crimea and exports to the peninsula that relate to transport, energy and telecoms.
Further information can be found in MSC 98/INF.9
Ships found to be visiting Crimean ports or waters, after the date of this circular will be removed from the register. If and when the sanctions are lifted a further circular will be issued advising the fleet accordingly.
