Cargo ship heavily listed in port, cargo slipped overboard

General cargo ship ALLIN developed heavy portside list while loading cargo of what looks like plywood, in the afternoon Sep 25 at Dikili port, Turkey, Izmir. Berthed ship was loading cargo on cargo deck, and suddenly developed list, with part of already loaded cargo slipping overboard, see photos. It is not clear what exactly happened, and what caused the accident – either loaded boards somehow slipped by themselves and caused list, or the ship listed being unstable, because of faulty ballasting. Judging from photos, mooring lines, miraculously, held on and didn’t break up. No information yet on further development.
