Capesize CITIUS loaded with coal is in difficulty on Seine meander, between Le Havre and Rouen, France, since 1100 UTC Dec 17, while proceeding upstream. Character of trouble unclear, it is said that vessel suffered some mechanical failure and became hampered or just disabled, too big to handle safely in river narrows, maybe she’s grounded. As of 1630 UTC vessel was in the same position, with at least 4 tugs at her side.
