General cargo vessel SIBIRSKIY 2112 detention. Is it care for the crew, or privacy breach?

General cargo vessel SIBIRSKIY 2112 on Feb 6 was detained in Oristano, Italy, following the inspection of living and working conditions. Main deficiencies include some drinking fountain inoperative, naked electric wires in some cabins, lack of mattresses and hot water in some cabins, one crew occupying infirmary.
It may be considered as care for crew, but it may be considered as an insulting encroachment. After all, isn’t mattress a personal business? Isn’t cabin a home? Why anyone with the authority can breach privacy, with whatever good intentions he claims he has? Don’t we know, that MLC and its’ requests more often, than not, are used for forcing owners into ITF agreements? Isn’t it just humiliating, on a personal, human level? Are seamen children to be looked after because they can’t care for themselves? What is to come next, checking how do they wipe themselves after using a toilet?
