Maritime Bulletin:

The scope of the fire most probably, depends on the cargo in containers stacked in the vicinity of container or containers on fire. If there are many inflammable or explosive cargoes nearby, then the fire may develop into major one. Initial fire could be ignited either by chemical reaction when some inflammable goods mixed with sea water, or by sparkling some leaking inflammable substances.
