Are the checks for intoxication a regular procedure in Kiel Canal?

Police found the master of Latvian general cargo vessel Sarma 1 intoxicated above the permitted level during routine check in Brunsbuettel, Kiel Canal, on Oct 11, 2012.

Vessel was under way to Cardiff, UK. Vessel was detained until master got sober, and then released. Early in the morning Oct 13 vessel was sailing in English Channel off Portsmouth.
